Is it a good idea to start growing chili pepper plants in dorm room? (has anyone tried?)? - chili pepper plants

I always thought a little paprika for now. I seeds, but the problem is that I stuck in a room to one months or so. Was it a good idea to begin cultivating plants indoors and then move them when I go home? Has anyone tried it?
I am currently in the mountains of Santa Cruz and has a window to the north.
